An FTP Server
An FTP Server can accommodate real collaboration. Users can post files and update them on a regular basis as the project changes and those files are instantly available to other team members. An example might be a consultant who posts plans on a regular basis that others view and comment on but are not able to modify directly. Or, a consultant could save drawings directly to the FTP Server, and other team members could XREF those drawings into their drawings and always be able to see the consultant's latest layouts.
To facilitate such collaboration, each user group needs a separate login account that controls access rights. Each user should can view the files posted by other users. Users may or may not be able to modify those files, depending on the security desired.
